Abstract

Penelitian ini dilakukan untuk mengetahui sejauh mana Pajak Daerah dan Jumlah Kendaraan Bermotor memengaruhi Pembangunan Infrastruktur di Kota Madiun, yang dalam kajian ini direpresentasikan melalui Belanja Modal pada sektor infrastruktur selama periode 2010–2024. Latar belakang penelitian berangkat dari adanya ketidaksejajaran antara peningkatan jumlah kendaraan dan dinamika penerimaan pajak daerah dengan arah kebijakan belanja modal infrastruktur yang terlihat berfluktuasi. Pendekatan penelitian menggunakan metode kuantitatif dengan memanfaatkan data sekunder yang diperoleh dari BPS dan berbagai instansi pemerintah daerah, kemudian dianalisis melalui regresi linier berganda. Sebelum menguji hipotesis, model dianalisis menggunakan uji asumsi klasik, meliputi uji normalitas, multikolinearitas, heteroskedastisitas, dan autokorelasi. Hasil pengujian menunjukkan bahwa model telah memenuhi sebagian besar asumsi klasik, di antaranya residual yang terdistribusi normal, tidak terjadinya multikolinearitas, serta tidak ditemukannya autokorelasi berdasarkan nilai Durbin–Watson sebesar 1,612. Uji simultan menunjukkan bahwa Pajak Daerah dan Jumlah Kendaraan Bermotor memiliki pengaruh positif namun tidak signifikan terhadap variabel pembangunan infrastruktur. Temuan uji parsial turut mengonfirmasi bahwa masing-masing variabel bebas tidak memiliki pengaruh signifikan terhadap belanja modal. Nilai Adjusted R² sebesar 0,149 mengindikasikan bahwa hanya 14,9% variasi dalam pembangunan infrastruktur yang dapat dijelaskan oleh variabel dalam model, sedangkan 85,1% sisanya dipengaruhi oleh faktor lain di luar penelitian ini. Secara keseluruhan, hasil penelitian memperlihatkan bahwa Pajak Daerah dan Jumlah Kendaraan Bermotor bukan merupakan faktor dominan yang menentukan besaran belanja modal infrastruktur di Kota Madiun, sehingga pemerintah perlu memasukkan variabel lain yang lebih relevan dalam proses perencanaan anggaran dan penguatan pendapatan daerah.
