Abstract

Penelitian ini membahas pelaksanaan Program Emission Reduction in Cities–Solid Waste Management (ERIC–SWM) sebagai bentuk kemitraan antara pemerintah dan lembaga internasional dalam meningkatkan sistem pengelolaan sampah di TPA Griyo Mulyo Kabupaten Sidoarjo. Pembahasan difokuskan pada mekanisme kerja sama yang meliputi tahap perencanaan awal proyek, faktor organisasi, partisipasi dan keterlibatan stakeholder, transparansi dan akuntabilitas, keterjangkauan pendanaan, sistem pengawasan, serta aspek regulasi dan legislasi yang mendasari pelaksanaan program tersebut. Program ERIC–SWM dianalisis sebagai upaya penguatan kapasitas pengelolaan sampah dari hulu hingga hilir melalui penyediaan infrastruktur, penerapan teknologi ramah lingkungan, serta peningkatan tata kelola kelembagaan agar selaras dengan kebijakan nasional pengelolaan sampah dan prinsip pembangunan berkelanjutan. Hasil penelitian menunjukkan bahwa pelaksanaan Program ERIC–SWM di TPA Griyo Mulyo telah berjalan sesuai dengan kerangka kemitraan publik dan prinsip pengelolaan sampah yang diatur dalam regulasi nasional. Mekanisme perencanaan dan studi kelayakan dilaksanakan secara sistematis, struktur organisasi serta pembagian peran antar pihak telah berjalan dengan jelas, dan keterlibatan berbagai stakeholder, termasuk masyarakat, mampu mendukung keberlanjutan program. Selain itu, transparansi dan akuntabilitas diwujudkan melalui sistem pelaporan serta pengawasan berlapis, sementara pendanaan program dikelola secara terpusat dengan pengawasan yang ketat. Meskipun demikian, penelitian ini juga menemukan adanya keterbatasan akses informasi anggaran di tingkat daerah serta ketergantungan pada dukungan pendanaan pemerintah pusat. Kondisi tersebut menjadi tantangan dalam menjaga keberlanjutan operasional jangka panjang pengelolaan sampah di TPA Griyo Mulyo.
