Abstract

This study aims to determine the implementation of the Rehabilitation Program for People with Social Welfare Problems in the Elderly at the Social Service of Ngada Regency, based on van metter van horn's theory which contains six indicators consisting of policy standards and objectives, resources, communication between implementing agencies, characteristics of implementing agencies, attitudes or dispositions of implementers and the social, economic and political environment.This study adopts a descriptive research type with a qualitative approach, integrating primary and secondary data source methods. Data were obtained through data collection methods such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and conclusion drawing. The results of this study indicate that the implementation of the Social Welfare Rehabilitation Program (PMKS) for the elderly at the Ngada Regency Social Service has been running, but not optimally. The program has clear objectives, but its implementation is hampered by limited resources, delays in aid distribution, and weak communication with the target community. The difference in access between elderly people who receive and those who do not receive assistance indicates that the program is not fully equitable and fair. Overall, the program's success is influenced by central policy support, but is hampered by limited budget and human resources, and the absence of regional regulations specifically governing social rehabilitation for the elderly.
