Abstract

This study aims to describe and analyze the implementation of the drug prevention, eradication, abuse, and illicit trafficking (P4GN) program to reduce drug users in Surabaya, East Java Province, based on three major variable categories according to the Policy Implementation Model theory of Daniel Mazmanian & Paul A. Sabatier: Ease of Addressing the Problem, Policy Capacity to Structure the Implementation Process, and Variables Outside the Law that Influence Implementation. This study adopted a qualitative research method, combining primary and secondary data sources. Data were obtained through data collection techniques such as observation, interviews, and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and conclusion drawing. This research shows that the implementation of the P4GN Program in Surabaya has been quite successful, particularly through outreach activities, cross-agency coordination, and the Surabaya National Narcotics Agency's efforts to bring prevention and rehabilitation services closer to the community. However, its effectiveness is not evenly distributed due to various obstacles, such as limited resources, the vastness of the work area, and the diverse target groups to be reached. The social conditions of urban communities, limited information, and the stigma against drug users also prevent some programs from running optimally.
