Abstract

E-tendering merupakan metode pengadaan elektronik yang dirancang untuk meningkatkan transparansi, efisiensi, dan akuntabilitas dalam proses konstruksi. Penelitian ini bertujuan untuk mengidentifikasi hambatan dalam implementasi e tendering serta menganalisis tingkat pemahaman penyedia jasa konstruksi di Kota Surabaya. Metode yang digunakan adalah AHP Fuzzy dengan pendekatan kuantitatif. Data diperoleh melalui penyebaran kuesioner kepada berbagai penyedia jasa konstruksi, seperti Project Manager, Site Engineer, Site Manager, Pelaksana, Ahli K3, dan Direktur Perusahaan di Surabaya. Hasil penelitian menunjukkan bahwa hambatan utama dalam penerapan e tendering di Surabaya berasal dari kebijakan dan regulasi pemerintah (X2.2) dengan bobot 0,454, menandakan aturan yang ada belum sepenuhnya mendukung sistem. Hambatan penting lain adalah kurangnya sosialisasi sistem e-procurement (X3.3) serta pemanfaatan teknologi digital (X4.1) yang masing- masing berbobot 0,382, ditambah dengan faktor kemampuan penyedia jasa (X1.1) sebesar 0,329. Dari aspek pemahaman (variabel Y), responden paling menguasai dokumen e tendering (Y2) dengan bobot 0,330, diikuti kemampuan keuangan (Y3) sebesar 0,205, prosedur unggah dokumen (Y4) sebesar 0,186, dan administrasi konstruksi (Y5) sebesar 0,147. Sementara itu, aspek teknis seperti pengalaman proyek (Y6), kualifikasi tim manajemen (Y7), analisis harga satuan (Y8), dan penyusunan jadwal kerja (Y9) sama sekali tidak diperhatikan (bobot 0,000). Temuan ini menegaskan bahwa hambatan terbesar E-tendering adalah faktor regulasi, sosialisasi, dan keterbatasan teknologi. Sedangkan pada sisi pemahaman, penyedia jasa lebih menguasai aspek administratif berupa dokumen, tetapi masih lemah pada aspek teknis lanjutan seperti analisis harga maupun penjadwalan proyek.
