Abstract

Poverty is a complex social problem and continues to be a major concern in national development. As a condition in which individuals or groups are unable to meet their basic needs properly, poverty reflects the existence of social and economic disparities that have not yet been fully resolved. In the context of Indonesia, social welfare has been regulated in Law Number 11 of 2009 concerning Social Welfare, which is the basis for planning and implementing various social programs. This law states that social welfare is a condition in which the material, spiritual, and social needs of citizens are met so that they can live properly and are able to develop themselves so that they can carry out their social functions. The government actively designs various programs and policies to overcome poverty, such as social assistance. However, the implementation of these programs often faces various challenges, such as inaccurate targeting, budget constraints, and effectiveness that still needs to be improved. Poverty has a broad impact on various aspects of life, especially in the social and economic fields. One of the most affected sectors is health services. Where every individual actually has the same right to gain access to adequate health facilities. The principle of equality in health services emphasizes that all people, regardless of economic background, have the right to receive adequate and quality medical care.
