Abstract

Surabaya, sebagai kota metropolitan terbesar kedua di Indonesia, menghadapi tantangan signifikan dalam hal keamanan. Tingkat kriminalitas yang tinggi, termasuk pencurian, perampokan, dan kejahatan lainnya, menunjukkan perlunya peningkatan sistem pengamanan di kota ini. Standar keamanan yang diterapkan oleh petugas keamanan di Indonesia harus mengikuti standar internasional agar Indonesia bisa diterima dalam komunitas global, khususnya dalam hal keamanan. Sasaran standar pengamanan mencakup instalasi atau area yang mengikuti batasan-batasan standar internasional yang umum. Menurut buku dari Kementerian Ketenagakerjaan Republik Indonesia mengenai proyeksi kebutuhan tenaga kerja berdasarkan sektor dan jabatan untuk tahun 2021-2024, khususnya dalam BAB IV tentang perkiraan kesempatan kerja di Indonesia, terdapat peningkatan signifikan dalam permintaan jasa keamanan di berbagai sektor seperti perbankan, industri, dan properti. Misalnya, dalam sektor pengadaan listrik dan gas, jumlah penjaga keamanan diperkirakan akan meningkat sebanyak 2.556 orang, sedangkan di sektor real estate, jumlahnya diperkirakan akan bertambah sebanyak 5.264 orang. Indonesia, sebagai negara kepulauan terbesar di dunia yang terletak di Asia, kaya akan budaya, bahasa, seni, suku, hasil tambang, dan potensi wilayah. Secara administratif, Indonesia terbagi menjadi ribuan wilayah dengan potensi masing-masing, baik dari sumber daya alam (SDA) maupun sumber daya manusia (SDM). Pemilihan lokasi di Surabaya, sebagai pusat kota di Jawa Timur, didasarkan pada perannya sebagai titik kumpul utama dan akses yang mudah melalui berbagai moda transportasi yang memadai. Oleh karena itu, peran serta kehadiran lembaga pendidikan dan pelatihan satuan pengamanan di Surabaya sangat penting untuk memenuhi kebutuhan keamanan masyarakat. Dengan keterbatasan yang dimiliki oleh kepolisian, mereka tidak dapat melayani seluruh masyarakat secara bersamaan. Hasil penelitian menunjukkan bahwa perancangan fasilitas pendidikan dan pelatihan ini memerlukan perhatian khusus dari Badan Usaha Jasa Pengamanan (BUJP) dan Kepolisian Republik Indonesia (Polri), terutama dalam sektor pertahanan tanpa senjata di Surabaya, Jawa Timur. Kenaikan signifikan dalam permintaan pekerja jasa keamanan setiap tahun, seperti yang tercantum dalam proyeksi kerja tahun 2021-2024, mendukung pentingnya pengembangan sektor ini untuk mendukung kehidupan masyarakat.
