Abstract

Village tourism activities managed by BUMDesa have great potential to continue to be developed. However, there are several problems, First, Pantai Matahari managed by BUMDes is still less than optimal, so that the facilities and infrastructure in this tourist spot are still inadequate, such as the lack of proper parking, and places to relax that are still lacking. Second, budget limitations so that there is a lack of sustainable development, this makes visitors feel bored and tired. Third, the number of tourist visits to the Pantai Matahari Tourism object in Lobuk Village has fluctuated, this shows that the Pantai Matahari Tourism object has not been able to provide significant progress in optimizing the existing potential, this is due to various factors, such as supporting facilities and infrastructure and lack of participation of Human Resources. This study is a qualitative study with the aim of identifying and analyzing the Governance implemented by Bumdes Lobuk in Managing Pantai Matahari So that it becomes Village Tourism. With the focus of research using Sedarmayanti's theory in the principles of Good Governance, namely: Accountability, Transparency, Openness, Rule of Law. Data collection techniques through interview techniques, observation, and documentation which are analyzed using data analysis techniques including data collection, data reduction, data presentation, and drawing conclusions. The results of the research on the Governance of Bumdes Lobuk in Managing Matahari Beach as a Village Tourism have been running well. However, in some cases there are still obstacles, such as (1). There are some people and visitors who still do not care about maintaining environmental cleanliness, such as there are still individuals who litter in the beach area, (2). Namely, the land is still relatively small for development, and (3). The most important thing in terms of inhibiting factors for the development of Matahari Beach tourism is funding. The management parties do not not receive assistance from third parties in terms of tourism development, but it is still considered insufficient to achieve the planned grand design.
