Abstract

Early marriage is a social phenomenon that often occurs, especially in Indonesia. The issue of early marriage has become an important concern for Indonesia since 2008 the government through the Central Statistics Agency (BPS) and the United Nations Children's Fund (UNICEF) collaborated by conducting a survey in the case of Early Marriage. Where according to the government, the age of marriage outlined in Law Number 16 of 2019 concerning the marriage age limit for men and women must be 19 years old (MPOC, 2020). From January to October 2021, the Religious Court (PA) of Sampang Regency, Madura, East Java, has received 27 cases of marriage dispensation applications and the majority of women are recorded at the age of 16 years. To evaluate the early mitigation policy in Pangelen Village, a policy evaluation method was used from the theory of William N. Dunn by using six policy evaluation parameters, namely effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. Where the resource persons for research data purposes are Pangelen village officials, Village Midwives, and also residents of Pangelen Village. From the results of the information on the early marriage policy that occurred in Pangelen Village, it has taken place efficiently, effectively, sufficiently, evenly, steadily, and responsively. So that in recent years the number of early marriages in the region has decreased, this is due to individual awareness and also information from various media regarding the appeal for early marriage, therefore the rate of early pregnancy has decreased.
