Abstract

The Ministry of Women's Empowerment and Child Protection has launched the Child Friendly District program since 2006. The program creates a development system that supports children's rights through cooperation between the government, community and private sector. The Child Friendly City policy is one of the initiatives that aims to create an environment that protects children's rights. In realizing such a policy cannot be done by the government alone, for this reason there needs to be cooperation from various parties, in the development of Child Friendly Cities there is a team that has a relationship with the Child Friendly City policy called the Child Friendly City Task Force (KLA). In the context of the Child Friendly City policy, collaborative governance can involve the participation of children, parents, educators, medical personnel, and various other related parties to create an environment that supports the growth and development and welfare of children. The purpose of this research is to find out and describe how Collaborative Governance in realizing a Child Friendly City in Surabaya City. The research method uses descriptive qualitative research methods, data obtained by conducting interviews, observations and documentation. The results showed that Collaborative Governance in realizing a Child Friendly City in Surabaya city has been running well by involving various elements / actors who are part of the KLA Task Force including children. The government has also designed various programs in creating a child-friendly environment. As for the inhibiting factors of Collaborative Governance in realizing a Child Friendly City in Surabaya City, there is a change of actors that makes the progress and synergy built stagnate so that it needs to be strengthened repeatedly to form even better synergies, and the lack of public understanding of Child Friendly City programs or policies is also an obstacle that must be addressed immediately.
