Abstract

Mangrove forests are a form of ecotourism that contributes many benefitsto the environment and the economy of coastal communities (Gobel& Wunarlan, 2023). Mangroves as a tourism industry have the potential to prioritize sustainability and conservation of natural resources. Mangrove Ecotourism, located in Wonorejo, Rungkut District, is one of the potential natural beauties and cultural richeslocated in the city of Surabaya. Moreover, the mangrove forest area has beendesignatedas a protected forest based on Regional Regulation Number 3 of 2007 concerningthe Surabaya City Regional Spatial Planning Plan (Mufid, 2019). The existence of mangrove forests, including the Wonorejo Mangrove Ecotourism, ispartof aneffort to protect the environment in coastal areas. Coastal areas astransition areasbetweensea and land also face a lot of pressure from various human activities andlandand sea phenomena (Pinto, 2016). Changes are more vulnerable to occurring in coastal areas, so they require further protection and management in order to obtain higher benefits for meeting people's living needs and livelihoods (Turisno et al., 2018). The theory in this research uses Edward III's implementation model theory. The method used is a descriptive qualitative method with an observation, interviewand documentation approach. The results of this research are that the implementation of the Environmental Management Policy has gone well, this is based on the success factors of implementation, namely communication,resources, disposition, bureaucratic structure.
