Abstract

Special education is education for students who experience high levels of difficulty in following the learning process due to limitations. Inclusive education in the City of Surabaya uses the legal umbrella regulated in Surabaya Mayor Regulation Number 52 of 2022 concerning guidelines for implementing inclusive education in the City of Surabaya. The aim of this research is to find out how the policy for implementing inclusive education in providing facilities for disabled students in inclusive schools in Surabaya City. This research uses a qualitative type of research. The research focus uses Merile S. Grindle's theory. Data collection uses interview, observation and documentation techniques. Based on the results and discussion, SMP Negeri 29 Surabaya is quite good at implementing inclusive schools and the Surabaya City government has provided facilities and infrastructure to schools providing inclusive education. However, the number of GPK is still low which is not comparable to the number of students with special needs.
