Abstract

The implementation of policies to fulfill the rights of persons with disabilities in Indonesia is based on Law No. 8/2016, which guarantees the rights of persons with disabilities in education, employment, health, and accessibility. The implementation of this policy involves the Ministry of Social Affairs and community participation, including organizations of persons with disabilities. Key programs include inclusive education, job training, specialized health services, and improved accessibility of public facilities. These efforts are supported by initiatives such as the development of disability-friendly infrastructure, provision of assistive technology, and training for educators and medical personnel to understand the special needs of persons with disabilities. The policy aims to ensure that people with disabilities can live independently, obtain equal opportunities in various aspects of life, and actively participate in society, in line with the principles of social inclusion and respect for human rights. The purpose of this research is to find out the implementation of policies to fulfill the rights of persons with disabilities and to find out the inhibiting factors in the implementation of policies to fulfill the rights of persons with disabilities. The theory in this study uses the theory of implementation by George C. Edwards III (2004). The method used is descriptive qualitative method with observation, interview, and documentation approaches. The results of this study are that the implementation of policies on the fulfillment of persons with disabilities in Sikka Regency based on Law Number 8 of 2016 has been running well and effectively, although in its implementation there are various factors that become obstacles such as the absence of regional regulations related to persons with disabilities, limited staff in the field, limited facilities, very minimal funding allocations, locations that are difficult to reach but the Social Service still strives to provide the best for persons with disabilities in Sikka Regency.
