Abstract
Through the Surabaya Mayor's decree number 188.45/46/436.1.2/2020 concerning the Determination of Tourism Destinations in Surabaya City, Chinatown is designated as a tourist village. One of the interesting options to explore the beauty of Surabaya is Kapasan Dalam Chinatown Tourism (WKP). The location is located on Jalan Kapasan Dalam I Kapasan Lor No.3, Kapasan, Simokerto District, Surabaya, East Java.The purpose of this study was to determine and analyze the development of community�based cultural tourism in the Chinatown of Kapasan in the city of Surabaya. This type of research is qualitative. The results showed that POKDARWIS WKP Kapasan Dalam has attempted to involve residents in the development stage in the Chinatown of Kapasan in the city of Surabaya. Participation in the form of thoughts is in the form of tour package innovations that were carried out at the celebration of the one-year establishment of the Kapasan Inner Chinatown tourism in 2021, but for the time being there are no tour packages being run. Currently, the ongoing idea is the addition of dragon ornaments to beautify the tourist area, and is still looking for mural images to be revitalized. Furthermore, there is participation in creating a tourism promotion strategy for Kapasan Chinatown through Instagram. Furthermore, participation in the form of money is shown by the existence of dues for the celebration of the earth alms tradition which is routinely held every year. The form of community participation in the form of labor can be seen from the existence of Kapasan residents who directly participate as puppeteers, lion dance players to enliven the routine annual tradition of sedekah bumi, then become tour guides. In addition, participation in the form of skills, namely in Kapasan Chinatown tourism, there are also kung fu exercises held at Kelentheng Boen Bio and lion dance exercises which are also held at Kelentheng Boen Bio to support tourist attraction. Next, umkm trade at the stand provided on Sundays or when Chinatown tourism organizes events. The last indicator is that there has been training provided by the Surabaya city tourism office such as branding training, public speaking, guiding training, tourism potential mapping training.
