Abstract

This study aims to describe the opinions of MSME actors in Kupang Gunung Jaya, Surabaya regarding government policies on the closure and reopening of the TikTok Shop social commerce platform. This research uses a descriptive qualitative approach with data collection methods through in- depth interviews and observations. Data analysis is conducted using an interactive analysis model involving data reduction, data presentation, and conclusion drawing. This study uses the Spiral of Silence theory to understand how public and MSME opinions are formed and influenced by government policies. The results of the study show that there are diverse opinions among MSME actors regarding the closure and reopening of TikTok Shop. Some support the closure as it is seen as protecting local MSMEs, while others oppose it because TikTok Shop is considered to provide convenience in the shopping process and affects consumer behavior and their interest in shopping offline. Factors influencing these opinions include economic impact, accessibility, and adaptation to changes in social commerce platforms.
