Abstract

The government's efforts to carry out the country's economic development through MSMEs were welcomed by the Indonesian people. This is proven by Sidoarjo Regency which has more than 300 thousand MSMEs as of 2023. Sidoarjo Regency is like two sides of a coin in terms of the existence of Street Vendors (PKL). On the one hand, street vendors are an important informal sector that supports the local economy and provides jobs for the community. On the other hand, the presence of street vendors that are not neatly arranged causes various problems, such as traffic jams, chaotic urban planning, and potential conflicts with other road users. Gading Fajar, Sidoarjo, is one of the areas that is quite busy with street vendor activities. The existence of street vendors in this area, as in other areas, presents various complex problems. Therefore, the Sidoarjo Regency government through Regional Regulation Number 3 of 2016 concerning the Arrangement and Empowerment of Street Vendors focuses on minimizing the negative impact of the existence of street vendors. This research will evaluate the implementation of Sidoarjo Regional Regulation Number 3 of 2016 through William N Dunn's evaluation theory in the Gading Fajar PKL area. The type of research used is descriptive qualitative, with data collection through documentation, interviews and observations which will be analyzed to provide answers to research issues. The research results reveal that the implementation of this Regional Regulation still does not meet the evaluation indicators. The responsiveness of street vendors and the community is already good, but there needs to be other support from the Sidoarjo Regency government such as budget funds, land relocation, and further technical guidelines to support the success of the policy for structuring and empowering street vendors.
