Abstract

The existence of salt as a food commodity and seasoning needed by traders has been recorded in the history of the development of the Indonesian state. This proves that the potential of Indonesian waters as a natural resource has many sources, both from fish species, coral reefs, to seaweed, as well as the use of seawater that can be turned into salt. Current salt production in Indonesia is only done by salt farmers. This is what makes the productivity of salt management not maximized. East Java has 13 districts/cities that have large areas designated for salt production. Sidoarjo is one of them. This study aims to evaluate the policy output of the Presidential Regulation related to the acceleration of national salt production, especially in the Sidoarjo area of East Java Province. The results of this study are the National Salt Acceleration Policy in Sidoarjo Regency includes various important aspects such as effectiveness, efficiency, completeness, equity, responsiveness and accuracy. Although DKP Prov. East Java has made various efforts to support the policy, but the results have not been maximized. The low quality of human resources and the conversion of ponds into housing have caused salt production in Sidoarjo to remain low. Compared to other districts in East Java, Sidoarjo has not yet achieved the status of People's Economic Center for Salt (SEGAR), even though the potential of this area is very large. It is necessary to increase the value and capability of human resources supported by the Sidoarjo local government to realize its potential as a well-known salt economic center. By collaborating across agencies and implementing new strategies, it is expected that the Acceleration of Salt Policy can run more effectively and provide optimal results.
