Abstract
Amid the demand for sustainable economic growth and increased competitiveness of human resources, vocational training programs are one of the important factors in improving the skills and qualifications of a competent workforce ready to compete in the job market. By providing on-the-job training to individuals to acquire skills needed in the job market, vocational training programs help to create wider economic opportunities, improve living standards, and reduce poverty. Improving the skills and qualifications of the workforce requires a financial budget that is managed effectively and efficiently. With a well-developed financial budget, vocational training programs can plan their use appropriately and efficiently. The efficiency of financial management in the implementation of vocational training programs is an important factor in managing available financial resources optimally. The purpose of financial management efficiency is to increase profitability, strengthen the financial position, and create added value for institutions that organize vocational training programs. UPT Balai Latihan Kerja Surabaya is a technical implementation unit or one of the institutions responsible for organizing competency-based job training programs in the field of vocational training to improve the skills and competitiveness of the community in Surabaya and surrounding areas. The financial budget for the UPT Balai Latihan Kerja Surabaya job training program is the Regional Budget (APBD). Budget realization is the use of funds that have been allocated for various activities and expenses related to the implementation of the job training program. This research was conducted using a qualitative method. The object of this research is budget data and budget realization at UPT Balai Latihan Kerja Surabaya from 2021 to 2023 which are obtained directly and obtained through the official website. Based on statistical tests, it is known that the financial budget variable partially affects the efficiency of financial management at UPT Balai Latihan Kerja Surabaya.
