Abstract

Tourism in Indonesia, including in the city of Surabaya, is expected to be the main driver of economic growth. Surabaya, as the second largest city in Indonesia, has various tourist destinations, one of which is Romokalisari Adventure Land which has become popular since its opening on September 25. This research aims to analyze the government's role in developing Romokalisari Tourism in Surabaya using the theory from Pitana and Gayatri (2005) which includes three main indicators: Motivator, Facilitator, and Dynamisator. This research aims to analyze the government's role in developing Romokalisari Tourism in Surabaya using the theory from Pitana and Gayatri (2005) which includes three main indicators: Motivator, Facilitator, and Dynamisator. This research uses qualitative methods with data collection techniques through interviews, observation and documentation. The main data source comes from informants who are directly related to the management and development of Romokalisari Tourism. As a result of this research, the government has made various efforts such as outreach, training and assistance to the community for tourism development. However, public participation is still low because they prefer instant results without going through a long process. The government has not been optimal in improving facilities and maintenance of tourist attractions. Many visitors complained about inadequate infrastructure and the entrance fee which increased from 5,000 to 15,000 rupiah, which reduced visitor interest. Although not discussed in depth in the summary, the role of a Dynamisator covers how the government creates the dynamics and changes needed to develop tourism potential in Romokalisari . From the research results, it can be concluded that the government's role in developing Romokalisari Tourism is already running, although not yet optimal. Two of the three indicators of Pitana and Gayatri's theory, namely Motivator and Facilitator, still need to be improved to achieve better results
