Abstract

General elections in Indonesia have existed since 1955 and were held to elect members of the DPR and secondly to elect the Constituent Assembly. There are 2 electoral systems in Indonesia, namely an open proportional system and a closed proportional system. Then the 2024 general election uses an open proportional system where the public can choose and find out who the legislative and executive candidates are. As time went by, new voters received special attention from the government, which ultimately resulted in the KPU creating the "Goes To School" outreach program. The aim of this research is to describe the implementation of policies to increase the participation of novice voters through the KPU "Goes To School" program in the city of Surabaya. The results of this research provide the fact that the target of increasing new voters is not just socialization, but requires the latest innovations from general election organizers so that the young generation is interested in participating in political education held in Surabaya schools. The conclusion obtained from this research is that the implementation of Smith (1973) is applied to novice voters through the KPU implementing organization, and BAWASLU must create socialization innovations to attract the attention of novice voters. Because it is considered that novice voters currently are still unfamiliar with general elections. Apart from that, general election organizers are still stuck with less effective policies.
