Abstract

One way to minimise discrimination against people with disabilities is to provide full and equal protection to them.people with disabilities is to provide full and equal protection to realise respect, equality, protection and fulfilment of human rights.to realise respect, equality, protection, and fulfilment of human rights and freedoms of persons with disabilities and freedom of persons with disabilities. To date, the implementation of the fulfilment of disability rights and guarantees for the fulfilment of the rights of persons with disabilities on access to education still has many obstacles. In the teaching and learning process, persons with disabilities are hampered by the lack of facilities and learning methods, especially in higher education levels.especially at the level of higher education access and accessibility of disabilities in getting the right to get the right to education in higher education. This research isempirical juridical research with legal research on the enactment or implementation of normative legal provisions in action on any event.implementation of normative legal provisions in action on every specific legal event that occurs in a place. certain legal events that occur in a place.
