Abstract
Romokalisari Tourism is a tourist attraction in the city of Surabaya. One of the problems that occurs is that the majority of people around Romokalisari Tourism have low incomes. In this case, there are 100 people around the Romokalisari tourism area who have low incomes. Through the development of community-based tourism in Romokalisari tourism, it is hoped that it can increase the income and welfare of the surrounding community. The research objective is to describe and analyze the development of community-based tourism in Romokalisari Adventure Land, Surabaya City. The research was conducted using descriptive qualitative research using interview, observation and documentation data collection techniques obtained by collecting primary data sources and secondary data. The research results show that the theory of community involvement in tourism development in the form of participation can be seen in five stages, namely: preparation stage, planning stage, operational stage, development stage and supervision stage. The conclusion is that the development of community-based tourism at Romokalisari Adventure Land (RAL) has proceeded according to the theory of community involvement in tourism development in the form of participation. This is proven by the preparation stage carried out by the community MBR is by participating in socialization. The planning stage, a pure planning process from the City Government (Pemkot) through the auspices of the Surabaya City Food Security and Agriculture Service (DKKP). In the operational stage, participation takes physical form, such as helping to promote local tourism to tourists, assisted by the Surabaya City DKKP social media team, while participation takes non-physical form, such as surveys. Development stage, collaborating with related partners such as PLN, Nutrition Experts from campus/academics, Low Income Community Groups (MBR) who work at the Romokalisari Adventure Land (RAL) tourism and Fishermen's Groups. In the monitoring stage, tourism development also benefits the surrounding community.
