Abstract

This research is motivated by the importance of protecting children's rights, especially in the context of violence that frequently occurs in East Java, which requires collaboration among various stakeholders such as the government, community organizations, and related institutions. The purpose of this study is to understand the process of Collaborative Governance in handling child abuse in East Java, providing a clear and comprehensive picture of the phenomenon without testing hypotheses or making generalizations. The theory used in this research is the Collaborative Governance model by Ansell and Gash (2008). This qualitative research collects data through interviews, observations, and document analysis from informants with different backgrounds, analyzed using the Miles, Huberman, and Saldana (2014) model, which includes data condensation, data display, and conclusion drawing/verification. The results show that collaboration among stakeholders in handling child abuse in East Java has been effective, with the Technical Implementation Unit for the Protection of Women and Children (UPT.PPA) collaborating with the Child Protection Agency (LPA) to provide services to child victims of violence. Bar charts indicate the projected rise or fall in the number of victims in recent years in Indonesia and East Java. The conclusion of this study emphasizes the importance of stakeholder collaboration in handling child abuse to enhance the effectiveness of child protection and ensure children's rights are well-protected, and it suggests improving the capacity and coordination among institutions to further enhance the effectiveness of this collaboration.
