Abstract

The quality of education in the city of Surabaya is getting better. The city government continues to improve the quality for equitable education in Surabaya by issuing policies, one of which is the zoning policy in schools. The City of Surabaya uses the latest Surabaya Mayor Regulation No. 21 of 2024. The aim of implementing this zoning system policy is to support equal distribution of educational services, there are no more favorite terms in the education system. This researcher discusses the Evaluation of the Zoning System Policy for Admission of New Students (PPDB) at State Middle School Level in the City of Surabaya. The aim of this research is to analyze the evaluation of the zoning system policy for accepting new students at the state junior high school level in the city of Surabaya. The theory in this research uses the policy evaluation theory of William N Dunn, 2003. The method used is a descriptive qualitative method with an observation, interview and documentation approach. The research results show that the zoning system implemented is considered effective in achieving its main goal, namely equal distribution of quality education. However, some parents are disappointed because their children cannot attend public junior high schools because the distance between home and school is too far. So that the zoning system policy for Accepting New Students (PPDB) in State Middle Schools in Surabaya City in the future can be more optimal, the government will pay more attention to the problems faced by students during the registration process. The government must also see directly whether socialization is carried out immediately so that the implementation of the PPDB zoning system can be carried out optimally.
