Abstract

Street Children are a real phenomenon and part of life. A real phenomenon that causes complex problems. The existence of street children is always ignored and not considered to exist by the majority of society, especially among ordinary people. In society, street children are always identified with a group of children who are anarchic or have no rules, because most of them are children under 18 years of age or children who are still active and still unstable, so they need more guidance from the surrounding environment. , the presence of street children cannot be separated from their presence in big cities. A very significant factor in the increase in the number of street children is poverty. According to the Ministry of Social Affairs, street children are children aged 5-18 years who spend most of their time earning a living and roaming the streets and public places. This research aims to analyze the implementation of policies for the protection of street children in the city of Surabaya, with a focus on the case study of the UPTD Kampung Anak Negeri Wonorejo. This research uses qualitative methods to analyze the factors that influence the success of policy implementation. Data was collected through in-depth interviews, observation and documentation. The research results show that the implementation of the policy for protecting street children still faces various challenges, including limited human resources and community support. However, there are several success factors in improving the welfare of street children through coaching and empowerment programs implemented by the UPTD Kampung Anak Negeri. This research suggests improving coordination between institutions and increasing human resource capacity to optimize the implementation of policies for protecting street children.
