Abstract

Ngingas Village is one of the villages in Sidoarjo Regency that has a Village�Owned Enterprise (BUMDes) in 2017. Several businesses are still running, such as selling waste burning machines, buying and selling machines, as well as educational tours of metal villages. The increasing economic speed felt by the people of Ngingas Village is one of the reasons why this BUMDes deserves to be said to be very successful, and is a big role for the people involved in its management and development. This research focuses on village elites who use their power to regulate or direct the direction of BUMDes management. With this, it is used as an effort to realize the public value that exists in BUMDes. Public values are used as useful input for the village government, BUMDes administrators and their staff so that if something is not good it can be corrected. The aim of the research is to analyze and find out more about the management of BUMDes in Ngingas Village, Waru District, Sidoarjo Regency based on public value theory. This research is a type of qualitative research. This research uses public value theory according to Mark H. Moore. This research focuses on three components that must be met, namely legitimacy and support, operational capability, and substantial value. Data collection was carried out by means of interviews, observation and documentation. This research uses primary and secondary data obtained from the Village Government, BUMDes administrators and the community. The results of this research show that the public value of Village-Owned Enterprises in Ngingas Village, Waru District, Sidoarjo Regency has been carried out well, namely achieving indicators of legitimacy and support, operational capabilities consisting of human, technological and financial resources. There are also substantial values, namely economic, social and cultural, educational and economic values. However, the political value indicators are still not working well, so it is necessary to evaluate these indicators. The public value in BUMDes Ngingas is one of the efforts to realize the welfare of village communities in future economic development.
