Abstract

This research aims to analyze parking control efforts carried out by the Surabaya City government based on Regional Regulation (Perda) Number 3 of 2018 concerning Parking Arrangement and Processing. The focus of this research is to identify the factors that cause illegal parking in the city of Surabaya and evaluate the effectiveness of controlling illegal parking and reducing the amount of illegal parking. The city of Surabaya is the main trade center in East Java, continuing to develop new business centers, so that the streets are increasingly crowded and congested along with the rapid population growth every year. One of the causes is parking problems. The large increase in the number of vehicles and population makes the parking system problem an important matter that requires immediate solutions. The Surabaya City Government has taken steps to regulate the parking system through Surabaya City Regional Regulation Number 3 of 2018. By implementing this regulation, it is hoped that it can reduce the number of illegal parking violators, improve the quality of parking services, and provide benefits for the community, entrepreneurs and government in optimizing use of parking lots in the city of Surabaya. The parking problem in the city of Surabaya can be explained, namely regarding illegal parking. This research uses normative research methods. The results of this discussion explain that the factors that cause illegal parking in the city of Surabaya. The main cause of illegal parking in Surabaya is the growth in the number of vehicles that is not balanced with the available parking space. Every year the number of vehicles in Surabaya continues to increase, but adequate parking space has not increased in proportion. As a result, people tend to park in restricted areas or sidewalks, causing traffic jams and disturbing pedestrians. Another factor that causes the rise of illegal parking is the lack of awareness of vehicle users regarding the applicable parking regulations. Some drivers are indifferent to no-parking signs or designated parking zones.
