Abstract

This research aims to describe and analyze the policy evaluation of Regional Regulation Number 5 of 2012 concerning the implementation of tourism as an effort to develop the religious tourism sector in Gresik Regency, which is based on 6 Policy Evaluation criteria according to the theory of William Dunn (2003). These six criteria consist of Effectiveness, Efficiency, Adequacy, Equity, Appropriateness, Responsiveness. This research adopts qualitative research methods, combining primary and secondary data sources. Data was obtained through collection techniques such as observation, interviews and documentation. The collected data will be analyzed through the stages of data collection, data presentation, data reduction, and drawing conclusions. The findings of this research show that the policy evaluation of Regional Regulation Number 5 of 2012 concerning the implementation of tourism as an effort to develop the religious tourism sector in Gresik Regency has gone quite well. This policy has had a significant positive impact, such as increasing the number of tourist visits, improving religious tourism facilities, and increasing public awareness of the potential for religious tourism in the area. However, there are still several obstacles that need to be overcome in order to increase the effectiveness and positive impact of the policy. These include gaps in the distribution of benefits, the need for more effective resource management, and increased responsiveness of policies to changes and societal needs. This research confirms that while the religious tourism sector development policy in Gresik Regency has achieved some success, there is still room for improvement. By overcoming these obstacles and continuing to evaluate and adjust according to dynamics and developing needs, it is hoped that this policy can have a greater and more sustainable impact on the development of religious tourism in the region.
