Abstract

Stateless children are children who do not have citizenship of any country and do not have parents or guardians who are responsible for their care, protection and education. Population identity, including the Child Identity Card (KIA), is a fundamental right of the population guaranteed by the 1945 Constitution and Law Number 23 of 2006 concerning Population Administration. MCH plays an important role in protecting children's rights, facilitating public access, preventing human trafficking, and officially confirming children's identities. This research analyzes the implementation of the KIA policy for stateless children in Pegirian Village, Surabaya City, using a qualitative approach and data collection techniques through interviews and observation. The research results highlight the complexity of implementing the policy, including aspects of Policy Standards and Objectives, Policy Resources, Inter-Organizational Communication and Enforcement Activities, Characteristics of the Implementing Agency, Economic, Social and Political Conditions, and Implementing Position. These findings provide valuable insights for policy makers, practitioners and researchers in efforts to increase the effectiveness and relevance of KIA policies in fulfilling the constitutional rights of stateless children in Pegirian Village. Based on the research results, the implementation of the Child Identity Card (KIA) policy in Pegirian Village, Surabaya City, involves a series of complex elements which include Policy Standards and Objectives, Policy Resources, Inter-Organizational Communication and Enforcement Activities, Characteristics of the Implementing Agency, Economic Conditions, Social, and Politics, as well as Executive Positions. Although understanding of policy standards and objectives is good, challenges still exist in increasing public awareness of the importance of MCH. Constraints related to human resources and physical facilities were also detected. Consistency in communication and enforcement between organizations needs to be improved, while the division of tasks within implementing bodies is quite good despite limited support from the city government. Low economic conditions and social dynamics influence implementation, while community participation still needs to be increased. Efforts to improve each element are expected to increase the effectiveness and efficiency of implementing KIA policies, ensuring the fulfillment of the constitutional rights of stateless children in Pegirian Village, Surabaya City.
