Abstract

The Smart City concept was a concept first proposed by the International Business Machines Corporation in 2008, IBM adopted this concept through the "IBM Smarter Planet" program. At that time, theories, ideas and implementation of the Smart City concept developed rapidly throughout the world, including Indonesia. By implementing the Smart City concept, it is hoped that it will be able to provide efficient services in every region in Indonesia. The city of Surabaya is a city in Indonesia that is able to adopt the Smart City concept by creating an innovative Surabaya Integrated Command Center program. However, in implementing the Surabaya Integrated Command Center program, there were problems, namely the many comments from the public who were dissatisfied, moreover, there were still people who did not understand about this program, therefore the aim of this research was to find out the implementation and factors that influenced the Surabaya Integrated Command Center program. as an effort to improve Smart City in the city of Surabaya. This type of research uses descriptive qualitative which aims to understand and explain a phenomenon or event in a concise, clear and concise manner. This research uses the elaboration theory of policy implementation theory according to George C. Edward III and then analyzes it by looking at the characteristics of Smart Cities according to Hao, Lei and Yan and. The results of this research indicate that the implementation of the Surabaya Integrated Command Center (SICC) Program as an effort to improve Smart City in Surabaya is still not optimal. There are 2 indicators of the implementation of George C. Edward III which have not gone well, namely the equipment resource indicators and also communication.
