Abstract
Indonesia is a constitutional country that has stipulated that the earth, air and the natural elements contained therein must be owned and used as fully as possible for the prosperity of the people. In article 33 paragraph 3 in the 1945 constitution, the Bengawan Solo River is a narrow beach on the island of Java which can be accessed through several districts. The Bengawan Solo River is also a workplace for the local community. Illegal mining can cause environmental damage, possibly causing landslides and erosion of the Solo River banks. This research uses descriptive research with a qualitative approach. Sugiyono (2015.9) states that qualitative methods, which are based on postpositivism philosophy, are used to investigate the condition of natural objects (as opposed to experiments). In measuring the success of policy implementation, it can be seen from two variables according to Grindlle, namely the content of the policy (Context Policy) and the implementation environment (Context Of Implementation). From the results of the author's observations and interviews, the author can conclude that the implementation of regional regulation policy number 1 of 2005 concerning controlling sand mining as an environmental protection measure has not been effective because after the author conducted interviews and observations with Mrs. Musdholifah as head of the Natural Resources sub-section of Bojonegoro Regency.
