Abstract

The current developments in technology and information have an impact on Indonesian government institutions, namely the police. Police institutions have quite an important role in a country, where police institutions have the function of enforcing the law, providing protection and service to the community, as well as providing a sense of security and justice to the entire community. The progress of information technology in police agencies is very visible in the traffic sector. Where the Indonesian police take advantage of advances in information technology by launching a new system for law enforcement in the traffic sector based on information technology, namely ETLE (Electronic Traffic Law Enforcement). The Indonesian Police have the responsibility to introduce and communicate to the entire community regarding the existence of a new system for law enforcement in the field of traffic in Indonesia, so that the police and the community can work together to make this new system a success. The focus of this research is the communication strategy used by the Surabaya Police Traffic Unit in communicating ETLE (Electronic Traffic Law Enforcement) to the people of Surabaya City. The method used in the research is using a qualitative approach and descriptive research type. The theory used is Harold D. Lasswell's communication model. The results of this research show that the communication strategy of the Surabaya Police Traffic Unit in communicating ETLE (Electronic Traffic Law Enforcement) to the people of Surabaya is by utilizing various communication media, whether through social media or socialization so that the results of the communication and information dissemination carried out make the public know what it is about. that's ETLE (Electronic Traffic Law Enforcement).
