Abstract

The presence of street vendors at the Al-Akbar Mosque in Surabaya city who buy and sell their goods without complying with existing regulations can cause problems. Residents who are in a hurry to get to the hospital via the toll road or who have business via the toll road find themselves in trouble, because buyers park haphazardly and traders sell on the side of the road. This condition makes the road used by road users narrow and causes traffic jams. The aim of this research is to analyze the implementation of Surabaya City Regional Regulation policy number. 9 of 2014 which discusses the provision of space for street vendors in the City of Surabaya and identifying supporting and inhibiting factors Surabaya City Regional Regulation number. 9 of 2014 concerning the provision of space for street vendors in the city of Surabaya. This research uses a type of qualitative research with a descriptive method that goes through stages of observation, interviews and documentation, then descriptive data is produced, namely written and spoken words from people and the behavior observed. Next, conclusions about the meaning of the issue are drawn. The results of the research show that the implementation of the 2014 Surabaya city regional regulations regarding the provision of space for street vendors has gone quite well seen from the success of the variables according to Van Meter and Van Horn's theory, namely standards and targets, resources, characteristics of the implementing organization, organizational communication, attitude. implementers (disposition) but there are still obstacles in implementing the regional regulation, namely regarding the social, political and economic conditions of traders after being relocated.
