Abstract
This study aims to determine the main problem, namely the existence of Land and Building Tax (PBB) arrears at the Office of the Regional Revenue Agency of West Manggarai Regency. This research is based on certain backgrounds which are the reasons why this research was conducted, namely finding out the causes of arrears. This research utilizes a descriptive approach with a qualitative approach. The focus of his research is: 1) Knowing the causes of land and building tax arrears at the Regional Revenue Office of West Manggarai Regency, 2) Knowing the level of effectiveness of collecting Land and Building Tax, 3) Knowing the procedure for collecting Land and Building Tax. 4) Knowing how the Regional Revenue Agency overcomes arrears or the difficulty of carrying out collection of Land and Building Tax This study resulted in a conclusion that the UN collection at the Bapenda office of West Manggarai Regency using appeal letters, bills and reprimand letters could not be said to be fully effective, but the local government had implemented a procedure that had been established in accordance with tax regulations. This effort is in the form of education to the community by conducting socialization and also being proactive in collection in collecting Land and Building Tax by visiting taxpayers' homes to collect Land and Building Tax payments.
