Abstract

Indonesia is one of the developing countries where agriculture provides the majority of its people with a means of livelihood. Based on state regulations Within the 4th paragraph of the preamble to the 1945 Constitution, namely the role of the government is responsible for protecting the entire Indonesian nation and shedding Indonesian blood, as well as advancing the welfare of the country as a whole, educating the people, and playing a role in the global system. A government founded on the basis of social justice. The type used in this research is a qualitative descriptive type, this research describes in depth and detail, this research aims to determine the strategy of the government's role and also the use of farmer group tools in empowering farmer groups at the village level. Therefore, the author chose to use a qualitative descriptive method in this research. The role of Gedangan Village government as regulator to regulate and create policy regulations in empowering farmer groups cannot yet be properly described, because there are no regulations produced by the Village government. Of course, without regulations and direction from the government, it can be said that the community still has difficulty getting assistance from the Village government which is still not good. Based on the results of the analysis and presentation of interview data conducted in Gedangan Village, Sidayu District, Gresik Regency, conclusions can be drawn from these results research. that is the role of the Village Government in Empowerment the Association of Farmers (Gapoktan) in Gedangan Village, Sidayu District, Gresik Regency has worked quite well, marketing of farmer group products may be hampered due to a lack of community understanding regarding the importance of promoting local agriculture and purchasing locally produced goods.
