Abstract

Kekerasan terhadap anak saat ini masih sering terjadi di Kota Surabaya. Keluarga masih menghadapi kendala dalam penyelesaian masalah karena kurangnya pemahaman orang tua dalam mengasuh anak. Keluarga memerlukan tempat untuk konsultasi dan dukungan serta proses pembelajaran sehingga ruang lingkup keluarga semakin maksimal. Pemerintah kota Surabaya berupaya untuk melindungi anak. Salah satu upaya Pemerintah Kota Surabaya adalah Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) memiliki program terbaik Pusat Belajar Keluarga (PUSPAGA). Layanan PUSPAGA berada di bawah naungan Dinas Pemberdayaan Perempuan dan Perlindungan Anak, Pengendalian Penduduk dan Keluarga Berencana (DP3APPKB) Kota Surabaya. PUSPAGA Kota Surabaya hadir di masyarakat bagi yang membutuhkan layanan terkait masalah keluarga, termasuk dalam persoalan informasi pengasuhan anak. Tujuan dari penelitian ini ialah untuk mengetahui bagaimana evaluasi program PUSPAGA dalam upaya pencegahan kekerasan anak di DP3APPKB Surabaya (Studi Kasus Layanan Konseling). Penelitian ini menggunakan metode kualitatif. Teori yang di gunakan milik Program PUSPAGA dengan menggunakan 7 indikator evaluasi milik Ripley (Purwanto & Sulistyastuti, 2012) yaitu akses, cakupan, frekuensi, bias, service delivery, akuntabilitas, kesesuaian program dengan kebutuhan. Program PUSPAGA layanan Konseling Kota Surabaya telah berjalan dengan baik pada setiap indikatornya. Meskipun begitu, Pemerintah Kota Surabaya hendaknya lebih proaktif dalam menginformasikan kepada masyarakat mengenai adanya layanan PUSPAGA di Kota Surabaya.
