Abstract

This thesis discusses the communication crisis of public relation of Surabaya city government after the racialism case of Papuan Students through instagram social media in an effort to improve the reputation of the city of Surabaya that became negative. Media coverage of the Papuan Students racialism case in the city of Surabaya has made the public view of the city of Surabaya worse. Research aims to study the communication crisis of public relation of Surabaya city government after the racialism case of Papuan Students through instagram social media as information dissemination and review the message planning conducted by city government public relation Surabaya after the racialism case of Papuan Students on Instagram captions. The theory used in research is that apologia theory responds to Timothy Coombs's crisis and the planning theory of Charles Berger. A descriptive qualitative research approach with a case study method is used to explain deeply about communication crisis conducted by the public relation of Surabaya city government after the racialism case of Papuan Students. The results of the study were two communication crisis strategies conducted by public relation of Surabaya city government and included on the type of partial apologia in improving the reputation of the city of Surabaya. Public relation of Surabaya city government already fully implemented the theory of planning on making Instagram captions.
