Abstract

The name Wakatobi is an acronym for the four islands within it, namely Wangi-Wangi Island, Kaledupa Island, Tomia Island, and Binongko Island. Wakatobi Regency is the result of the expansion of Buton Regency through Law. No. 29 of 2003 concerning the establishment of Bombana Regency, Wakatobi Regency, and Kolaka Regency. Wakatobi is one of the districts in Southeast Sulawesi Province. Unlike other districts/cities in Southeast Sulawesi, this district has a main character as a tourist area. The purpose of this study was to identify and analyze the role of the Wakatobi Regency Tourism Office in improving tourism and identify and analyze what are the inhibiting factors of the Wakatobi Regency Tourism Office in increasing tourism. The research location was carried out at the Wakatobi Regency Tourism Office, the author in conducting this research used a qualitative approach based on interviews, observation, and documentation conducted directly in the field. In an effort to find out how the role and obstacles of the Wakatobi Regency Tourism Office in increasing tourism, the author uses the theory of role indicators from Pratina (2013) which consists of; Authority, Responsibility, Clarity of Purpose, Scope of Work. In carrying out its authority, the Wakatobi Regency Tourism Office itself provides facilities that can be used by tourists, therefore there is also support from the financing scheme from the ministry of tourism through special allocations or the state budget directly. This is done to build culinary facilities, souvenir shops, at several points already done and the placement of these facilities based on the potential of each region. In terms of implementing the policy, of course, there will be obstacles experienced by policy makers, as well as the Wakatobi Regency Tourism Office. Regarding the first obstacle in the tourist destination section related to destination governance which is an obstacle because building governance itself requires synergy between stakeholders, then what is a challenge for Wakatobi is also about KSPN where Wakatobi is one of them, this is also a challenge for Wakatobi. The Wakatobi Regency Tourism Office in an effort to increase tourism can be said to be quite optimal, this is measured using indicators of authority, responsibility, clarity of purpose, scope of work. In terms of efficiency and effectiveness, the Wakatobi Regency Tourism Office itself is quite good as a policy maker in exercising its authority, this is because Wakatobi has set tourism as the leading sector. The obstacles of the Wakatobi Regency Tourism Office in improving Tourism, namely, the first is related to the governance of destinations in Wakatobi, this is because Wakatobi consists of four islands so that each stakehorders often experience miss communication, so more synergy is needed. The second obstacle is in the marketing division, there is no integrated marketing between stake holders, then the third is related to technological adaptation or digital adaptation, especially how to build digital and technology-based tourism.
