Abstract

Virtual Tourism Technology can be an effective alternative in promoting the culture of Surabaya City, especially for people outside Surabaya who want to visit destinations in the city. By using Virtual Tourism, it provides the convenience of exploring culture and destinations without the need to physically visit Surabaya. In this research, the researcher utilized descriptive qualitative research. The informants in this study were the staff of the Surabaya City Culture and Tourism Office (Disbudporapar), who were the designers of virtual tourism innovation. The researcher also conducted observations through various media platforms used by Disbudporapar Surabaya to support this research. The theory applied in this research is the AIDDA Communication Strategy. The findings of this research indicate that Disbudporapar Surabaya employs communication strategy activities to attract public interest in virtual tourism. The first strategy involves the Attention stage, seeking public attention through social media. The second stage is Interest, showcasing the advantages of virtual tourism. The third stage is Desire, providing destination options. The fourth stage is Decision, offering a complaint service for the public. Finally, the fifth stage is Action, presenting destinations to encourage people to revisit.
