Abstract

The problem of waste management is something that still cannot be resolved. This can be seen from the fact that rubbish is still found on riverbanks, along roadsides, in river dams and so on. There are many factors that make this problem still unresolved. However, the Sidoarjo Regency Government, in particular the Sidoarjo Regency Environment and Cleanliness Service, continues to make its best efforts so that this problem can be resolved. With the issuance of Sidoarjo Regency Regulation No. 71 of 2019 concerning the Reduction of Household Waste and Similar Household Waste, this is the government's effort to improve cleanliness management in Sidoarjo Regency. Thus, this research was carried out to evaluate the extent of success of the Regional Regulation made by Sidoarjo Regency. This research model uses a Policy Implementation approach to find out or evaluate the extent to which the policy has been implemented. The results of this research are 1). Implementationof policies carried out by the Sidoarjo Regency Environment and Hygiene Service in handling waste with indicator variables Policy Content and Implementation Environment according to theory Marilee S, Grindle 2). Supporting factors and inhibiting factors in the efforts made by the Sidoarjo Regency Environment and Hygiene Service to handle waste.
