Abstract

The Social Security Administering Body is a health insurance financing institution that exists and was formed by the state. The Social Security Administering Body is also presented with the aim of becoming a forum that can accommodate activities between each individual in the community and health workers or an agency presented by the government to provide health services. With the establishment of the BPJS institution, it is hoped that it can help the community in carrying out health checks. However, the Social Security Administering Body still has many shortcomings in carrying out its duties as a forum to accommodate and act as an intermediary for the community to obtain existing health services. This is related to the many problems related to the provision of services that often occur among people who use BPJS services, one of the things that is very, very lacking in BPJS itself is the lack of providing administrative services, where there are still many BPJS Health users who complain and feel that the use of BPJS still prevents them from getting existing health services. Due to these problems, this research was carried out to determine the position of the Social Security Administering Body as a Guarantee Institution for Indonesian public health financing. In this way, the function of BPJS Health can be seen in overcoming administrative problems in providing existing health services. This research was carried out using normative methods, normative legal research is carried out by conducting research on secondary legal materials, also using approach methods, namely through the Law approach and Conceptual approach, which will later provide recommendations as input for the revision of the Law or Health system. The results of this research are that BPJS Health still has shortcomings in providing health services to its users. By presenting new innovations and new platforms for health services provided by the government, the community can overcome problems that arise related to the lack of health services.
