Abstract
This research was conducted due to the absence of regulations governing the protection of business actors in the case of returning goods in the COD system. The purpose of this research is to find out and explain the legal protection that business actors get if returned goods resulting from buyers' rejection are damaged and to find out and explain the resolution of disputes between business actors and consumers. if the returned goods rejected by the buyer are damaged. In this research, the type of research used is normative legal research using research methods, a statutory approach and a conceptual approach. Using primary legal materials, legal and secondary materials, with library study techniques for collecting legal materials and using prescriptive normative analysis techniques. The results of this research show that business actors have legal protection through agreements in the marketplace they use and other existing laws and regulations. Business actors resolve disputes by resolving disputes through litigation, namely through formal processes in court, or through non-litigation, involving out-of-court resolution using alternative dispute resolution mechanisms according to the choice of forum or agreement used.
