Abstract
Representative institutions are one of the most crucial components of state governance that require precautionary measures to prevent abuse of power. There is no regulation equivalent to a law that regulates the term of office of council members as is the case with executive and judicial positions, which aims to prevent absurdity and excessive abuse of power. This research intends to analyze the need to limit the periodization of the term of office of DPRD members. This research is normative legal research or library research by looking for legal rules, legal principles, with legal materials that have been collected, such as legal norms, legal rules, and legal principles. The results of the study found that in preventing abuse of power in the government system is to set time limits for public officials to serve. By setting a certain period for their tenure, leaders are required to face periodic turnover, so they cannot maintain their power indefinitely. Through periodic changes in leaders, there will be an opportunity for qualified and competent individuals to contribute to the government. By limiting the period of office, it can create a great opportunity for Indonesian citizens to be able to exercise their constitutional rights by becoming members of the legislature. Through periodic changes in leaders, there will be opportunities for qualified and competent individuals to contribute to the government. With the limitation of the period of office, it can create a great opportunity for the Indonesian people to be able to exercise their constitutional rights by becoming members of the legislature. Therefore, this will also minimize the opportunity to abuse authority.
