Abstract

Public service is a basic government function that serves as a key performance metric for national and local governments. If the public services provided focus on the needs of the community, then governance is considered good. One of the cities in Indonesia, Surabaya City, has introduced e government in order to realize the concept of open and accountable public services. The Lontong Balap program, one of the services created by the Surabaya City Population and Civil Registration Office, will be the subject of this research. Surabaya City District Court and Surabaya City Population and Civil Registration Office collaborated to create Lontong Balap, an integrated service innovation. This initiative aims to facilitate the community in taking care of birth and death registration. According to Ansell and Gash (2007: 228), the collaborative governance process-which includes face-to-face communication, trust building, commitment to the process, shared understanding, and end results-is the theory used in this research. The research method used qualitative with a descriptive approach. Study findings The Lontong Balap program has been successful, and the community has expressed satisfaction with the program.
