Abstract

The current transmigration program has an important role for the government, especially in reducing population density, providing opportunities for the poor, especially landless farmers to improve their welfare. Therefore, the policy-making government must ensure that the monitoring and evaluation process of the transmigration program remains optimal to achieve the desired goals. This study aims to evaluate the implementation of the transmigration program of East Java Province in Central Sulawesi Province. This research uses qualitative methods with a case study approach, namely the East Java Province Self-Sufficient Self-Initiative Transmigration program in the Padauloyo Transmigration Settlement Unit, Tojo Una-Una Regency. The results showed that the implementation of the transmigration program in Padauloyo Hamlet was quite good, but in the future there is still a need to improve the procedures and techniques for directing and transferring transmigrants. The quality of prospective transmigrants, especially competence in agriculture is still very lacking so that an appropriate training program is needed that is tailored to the characteristics of the transmigrant location. Data on the potential of prospective transmigrants also still need to be integrated with poverty data and information on the potential of the poor to be able to improve their abilities. Although in general the welfare of transmigration communities has improved significantly which can be seen from the increase in the average income of transmigrant families, there are still some problems, such as clearing land which is currently still in the form of forests; there are no irrigation canals so that land treatment is currently only with water through boreholes; limited production facilities, especially fertilizers and superior seeds; accessibility of roads and bridges from transmigration sites and outside locations that are still constrained; and the helplessness of village economic institutions such as cooperatives and BUMDes that can be utilized by transmigrants in developing businesses outside the agricultural sector. Concrete steps are needed to overcome the problems faced, namely by coordinating with the Tojo Una-Una Regency Government, especially in the plan to develop the transmigration area in the Padauloyo Transmigration Settlement Unit, so that the goal of the East Java Province transmigration program, namely increasing the welfare of transmigrants, can be achieved.
