Abstract
This study aims to analyze the influence of ethical leadership, work culture, and public service motivation on employee performance through OCB mediation. The research design uses explanatory research. The population is all employees at the Regional Secretariat of Seruyan Regency which amounts to 250 people. Using simple random sampling, the sample size is 150 people. Data analysis techniques use Structural Equation Modeling (SEM). The results showed that ethical leadership and work culture had a positive and significant effect on OCB, while public service motivation had an insignificant effect on OCB. Ethical leadership has an insignificant effect on performance, while work culture and public service motivation have a positive and significant effect on performance. OCB has a positive and significant effect on employee performance. OCB mediates the influence of ethical leadership and work culture on employee performance, but OCB does not mediate the influence of public service motivation on employee performance. As practical implications, the findings of this study are a guide for organizations that are aiming to enhance employee performance. If they follow the ethical leadership approach and emphasize CSR initiatives, work culture, and public service motivation, they can attain the maximum level of employee performance. Originality in this research is the first to analyze ethical leadership, work culture, and public service motivation comprehensively in a structural model that affects OCB and performance in the context of the government sector in Indonesia, and this is a novelty in this study .
