Abstract

This study aims to analyze the implementation process as well as supporting and inhibiting factors in implementing Online Single Submission (OSS) system policies using Policy Implementation theory from George C. Edward III. Based on the background of efforts to facilitate the business licensing process carried out by the Sidoarjo Regency DPMPTSP according to government regulation no. 24 of 2018 concerning Electronically Integrated Business Licensing Services, the OSS was issued. This study uses a qualitative method with a descriptive approach in which the researcher will produce descriptive data in the form of written or spoken words from the behavior observed by the researcher. The results of the research conducted show that the Online Single Submisson Implementation (OSS) at DPMPTSP Sidoarjo Regency has played a good role but is not optimal enough. several factors hindering the OSS implementation process. The first lies in the communication indicator which states that in fact many business actors who are aged have difficulty keeping up with technological developments. limited budget allocations, another inhibiting factor is the resource indicator which states a lack of budget which is still not ideal, causing OSS system policies to be uneven and a lack of training for customer service.
