Abstract
PMKS (People with Social Welfare Problems) is a problem that requires special attention from the Surabaya City government. Especially those with PMKS are children which include neglected children, street children, and naughty children. The Surabaya City Government, through the Social Service, plays an active role in handling this problem, especially through the Empowerment Program in the Social Boarding Environment (Liponsos) UPTD Kampung Anak Negeri Surabaya City. The task of the Social Service is not only limited to conducting raids on neglected children, but also to think about the next steps so that these children are no longer on the streets and can develop behavior that is in accordance with norms and become independent, so that they can carry out their social functions independently. Therefore we need a place that can accommodate and foster children according to their behavior, by redesigning existing buildings it is hoped that it can optimize activities in fostering children to be able to live independently after graduating from Kampung Anak Negeri.
