Abstract

This research is entitled " Implementation of Food Program Policy in Orphanages or LKSA (Child Social Welfare Institutions) in East Java (Study on Orphanages or LKSA in Surabaya City)". This research is motivated by the author's interest in the Food Program Policy at Orphanages or LKSAs in East Java which aims to realize children's social welfare by supporting the fulfillment of children's basic daily needs at Orphanages or LKSAs. The theory used in this thesis is Van Meter and Van Horn's Policy Implementation Theory (1975) which looks at the success of Policy Implementation of a policy from 6 variables, namely: Policy Standards and Measures, Resources, Characteristics of Implementing Agents, Inter-Organizational Communication, Attitudes of Executors, Environmental Conditions (Economic, Social, and Political). The method used is a qualitative method, namely interpreting the process that takes place in the Implementation of Food Program Policies in Orphanages or LKSA (Child Social Welfare Institutions) in Surabaya City, this research uses a descriptive approach. The results of this study indicate that the Implementation of Food Program Policies at Orphanages or LKSAs in the City of Surabaya has been running well and optimally which has complied with existing regulations, although there are still some implementations that have not gone well such as standard policies that still have difficulty accessing data DTKS ID and political conditions that do not receive financial assistance from political elites, because the entire financing comes from and the East Java Province APBD.
