Abstract

The Surabaya Labor Intensive Program is one of the Surabaya City Government programs to reduce unemployment and poverty, so people's welfare can be achieved by managing government-owned assets. This program is aimed at low-income people or poor families in Surabaya City. The construction of labor-intensive locations, called Labor-Intensive Houses. Therefore, to achieve the objectives of this development program, high community participation in the program is needed. In the implementation of the labor-intensive program in the Tenggilis Mejoyo District, namely the Prapen Work-intensive House, there were obstacles and the program's objectives had not been achieved. For this reason, to know why the implementation of the program has not reached its goals, it is necessary to know the participation of the community. The purpose of this research is to find out how the community participates in labor-intensive programs in the Tenggilis Mejoyo District. This type of research was conducted using descriptive qualitative, with data collection through documentation, interviews and observation methods. The research results show that community participation and in every development activity such as in decision making, implementing activities, as well as monitoring and evaluating this labour-intensive program are good. However, the number of participants is very low because it continues to decline. Currently, there are only 11 people who are currently participating in the labor-intensive program in Tenggilis Mejoyo District, even though community participation in the implementation of development is crucial to achieving the goals of the laborintensive development program.
